Barclay Maryland November 20, 2019​  (Town Meeting Recap)

Commission President Norman Clough called the meeting to order at 7:00pm.

We recited the Pledge of Allegiance and announced Robert’s Rule’s of Order.

Old Business: Minutes of the October 16, 2019 town meeting were presented. President Clough made a motion to approve the October 16, 2019 minutes as presented, which was seconded by Commissioner Ward. The Finance Report for October, 2019 was reviewed. President Clough made a motion to approve the October, 2019 Financial Report as presented. A second by Commissioner Ward and the motion passed.

Trap Hill Ditch-No Report

Sheriff’s Department– No Report

Town Managers Report:

  1. Work in Town Office Wednesday Mornings.
  2. Approved bills for Heather to pay.
  3. Codes Enforcement around Town Weekly. Verified ownership, document violation and sent letters to property owners.
  4. Approved Permit for REEB Millwork for demolition of a building at 1300 Goldsboro Road. Contractor is Kris from Shore Quality Contractors-Paid $25.00Permit fee.
  5. 1706 Barclay Road-Second Court Date was held on November 4, 2019 codes violation -gathering information and sent all correspondence with the property owner to States Attorney’s office for review. Met with Judge Kratovil and defendant indicated he had no direction with regard to clean-up. I met with him at the site on two occasions prior to the November 4th hearing. Attached is a list of items that need to be cleaned up. Another court date to be scheduled.
  6. A resident called regarding neighbor’s dog coming into her yard.
  7. Personal Property Assessments that come by email from SDAT. You take the assessment and multiply by .20cents and that is what the business owner is invoiced for.
  8. Checked out the “Children Playing” sign on Church Street with Ranger Albers. The sign is covered by tree branches and is attached to an electric pole. Ranger Albers removed the current sign and put up another one with it’s own post.
  9. Purchased a 5-shelf bookcase for Town Office installed it with assistance from Ranger Albers and Commissioner Clough.
  10. Called Republic Trash to request trash pick-up at 105 Maple Lane. (new resident)
  11. Copied and forward Quick Books files at the request of Nicole from Weyrich, Cronin & Sorra.
  12. 106 Railroad-called Landlord to request current mailing address and sent a rental inspection application. Emailed form. Obtained as estimate from JCWarner & Son, HVAC Contractors to install a new heat/AC Unit in MMG Church.
  13. Waiting to hear back from Hal Davis, Inspector for Middle Department Inspection Agency. They are short staffed and he said he would meet with me to do a Codes Drive-thru as soon as he is available.
  14. November 20, 2019-Met with Sudlersville’s previous Town Manager and Commissioner DeMoss to review Sudlersville/Barclay Sewer Agreement. (work in progress)
  15. November 21, 2019- attended a Maryland Historic Trust Grant Workshop in Denton.

Sewer Project-Commissioner DeMoss and Town Manager Virginia Albers recently met with Jo Manning to discuss the sewer project. It was announced that Jo Manning is no longer employed as Town Manager for Sudlersville, however, she is following through with some on-going projects. Brian & Virginia plan to meet with her monthly.

COC-Commissioner DeMoss reported that he had attended a Council of Governments meeting and learned that the County has hired a Grant Writer.

Also Sudlersville has been in conversations with a company to purchase the Leager Farm of 113 acres. Travis Pastrana who races motorcycles. Very preliminary.

REEB-Kelly Kaiser announced that REEB is holding a Food Drive and delivering Thanksgiving Dinner to those in need. After some discussion, the Commissioners decided to donate 2 turkeys to the cause.

There being no further business to discuss, the meeting adjourned at: 7:30pm.
