Barclay Maryland June 17th, 2020​  (Town Meeting Recap)

Commission President Norman Clough called the Public Hearing to order at 7:01pm and we recited the Pledge of Allegiance and announced Robert’s Rule’s of Order.

Ordinance 2020-1 Budget Ordinance for Fiscal Vear July, 1, 2020 thru June 30, 2021.
There being no public comment, the Public Hearing closed at: 7:05pm.

Open Commission meeting at: 7:06pm.

Old Business:

Minutes of the June 17, 2020 town meeting were presented.
President Clough made a motion to approve the June, 2020 minutes as submitted, which was seconded by Commissioner Ward. The Finance Report for May, 2020 was reviewed. President Clough made a motion to approve the May, 2020 Financial Report as presented. A second by Commissioner Ward and the motion passed.

Trap Hill Ditch: No Report

Sheriff’s Department:  Sergeant Troy Lowery attended the meeting and reported that 8 patrol check were made, 2 animal complaints, 1 civil process served, 1 welfare check, 1 radar assignment.

Sewer Project: Commissioner DeMoss reported that he would be working with the Queen Anne’s County, Peter Bourne from KCI and the Barclay Town Manager with the Sewer project and its process. Working on a final draft of the Intergovernmental Agreement.

Approval of Ordinance 2020-1:  A Public Hearing was just held for the Budget Ordinance. A motion was made by commissioner Clough and seconded by Commissioner Ward to approve the ordinance presented with a clause added to impose a $20,000 cap on the Personal Property Tax.

Virginia stated that Will Wallace called and said that he had a dumpster on his property if anyone needed dump a large item that will not be picked up by the trash service.
