Commission President Norman Clough called the Public Hearing to order at 7:00pm and we recited the Pledge of Allegiance and announced Robert’s Rule’s of Order.

Old Business: Minutes of the July 20, 2020 town meeting were presented. President Clough made a motion to approve the July 320, 2020 minutes as submitted, which was seconded by Commissioner DeMoss. The Finance Report for July, 2020 was reviewed. President Clough made a motion to approve the July, 2020 Financial Report as presented. A second by Commissioner DeMoss and the motion passed.

Trap Hill Ditch: Flooding

Sewer Project-Project proceeding. Going out to bid early 2021.

 

Town Managers Report

  • Violation letter to 1004 Goldsboro Road for Chickens and too many untagged vehicles.
  • Mowing letter to 1008 Goldsboro Road.
  • Received an email from a citizen regarding flooding. Shared with Commissioners.
  • Call from Republic Trash-Pick-up delayed one day due to the storm. Emailed residents.
  • Assisted a resident with Census filing.
  • Telecom with Town Attorney for a public hearing to be scheduled at the August 19, 2020 commission meeting. Zoning change for recently annexed property owned by DeMoss Lands, LLC. Posted notice in Record Observer. An approved permit is contingent upon commission approval.
  • Contracted Town Attorney regarding quorum questions and a public hearing process.
  • Drafted a Burn Ordinance to be presented at the August 19, 2020 Barclay Commission Meeting.
  • Called a Town resident on Church Lane to trim back a tree that is grown over into the street. Result-has been trimmed.
  • Received a call with an email follow-up from Harry Romano, Rail Program & Policy Manager to discuss the freight line running through Barclay owned by MD Transit Administration.

Flooding

Citizens complained about the abundance of flooding we have had in Barclay. Justin Crossley submitted a letter to the Commissioners regarding the flooding and the ditches. Drainage is an issue in the back of his property.  Virginia said she would contact Speedy Toulson at QAC Roads division.

Ground Hogs

There seems to be an abundance of Ground Hogs that have taken up residency in Barclay. Issues with them having babies and living under sheds and garages.

Burning

Burn Ordinance Draft 2020-2 was discussed. An Ordinance of the Town of Barclay regulating Open Air Burning within the Town limits, and containing penalties for violations thereof.

There being no further business to discuss, the meeting adjourned at: 7:37pm.
